Project summary

The project identified pathways for institutionalising strategic foresight within Welsh Government departments, in line with the Well-being of Future Generations Act. By analysing and understanding the current state of governance in Wales and abroad in a comparative perspective, the project pinpointed the root barriers to long-term thinking, including siloed working, lack of resources and skills.

The research drew and identified key success factors and mechanisms from other countries and tested them in a context of Wales through three policy pilots with policy teams working on different policy areas. The project informed the development of a Futures Hub aimed at Welsh Public Sector Organisations, as well as enabled a new partnership between the WG and the Flemish Government.

Follow up work included a collaboration and training with the Italian central government involving key departments:  cabinet office, defence, environment, treasury, civil protection, foreign affairs.
