Car Parking Policy

This policy applies to everyone who parks on Frenchay, Glenside, St Matthias or Bower Ashton campus from September 2009.

Objectives

The University's priorities are to run a safe, equitable and efficient system for parking on campus.

Access to car parks

In order to meet the above objectives the University has introduced a system of barriers to restrict access to car parks to staff, students and visitors with business at UWE. Those who park motor vehicles on campus will be deemed to have accepted this policy as the terms and conditions which apply while on UWE property.

Vehicles must only park within designated car parks. Maps of car parks can be found here. Since access to car parks is restricted, vehicles should only park within those car parks for which they have been granted access by the UWE Facilities department. For example students and their visitors are only permitted to park within car parks one and twenty at Frenchay campus, unless specific permission is granted by the Facilities department to park in restricted areas on Frenchay campus.

The University will strive to ensure that parking on campus is managed in such a way that its users are able to park safely and efficiently. UWE does not however guarantee access to individual spaces, parking on campus is also entirely at the owner's risk. The University of the West of England accepts no responsibility for any theft of vehicles, or any loss from or damage to vehicles parked on campus.

All vehicles parked on campus between 09.30 and 17.30 Monday-Friday must display parking validation in their vehicle windscreen or drivers window, which can be either:

  • A parking permit (not available to students)
  • A daily parking token, valid for that day
  • A local authority mobility badge or UWE accessible parking permit
  • A visitors parking token (issued to official visitors who have registered upon arrival at the visitors reception or Gatehouse)
  • UWE Permits issued by Hartpury College Gloucester

From 17.30 to 09.30 Monday-Friday, and at weekends, no parking validation is required, unauthorised overnight parking is strictly prohibited at all campus locations. Persons wishing to park a vehicle overnight or for extended periods must obtain authorisation and register the vehicle's details at the visitors reception, gatehouse or directly with the transport office. Two-wheeled motor vehicles (motorbikes, mopeds) and those in UWE's own fleet are exempt from the above restrictions.

For car park users that are required to park a vehicle overnight on an ongoing basis (For example staff working night time shifts) please contact the transport office to register your details and to obtain authorisation. You will only need to do this once during the academic year.

Barrier Access

Staff (including visiting lecturers) and students are only permitted to access parking areas that access cards are pre programmed. Prior authorisation must be obtained for any staff and students requesting barrier coins, to arrange this please email operationsandsecurity@uwe.ac.uk detailing your access requirement providing 24hrs notice, student requests must be requested by a member of faculty or service staff. Any staff that have forgotten or lost access cards are required to park within the unrestricted car parks (Car parks 1 & 20 at Frenchay Campus).

Staff Parking

Staff (i.e. individuals paid to work on behalf of UWE) have access to all car parks with the exception of car parks 6, 7, 8, 12, 15, 19 and The Centre for Sport at Frenchay campus.

Car parks 7 and 12 are designated solely for accessible car parking restricted to mobility badge holders only, with the exception of car park 12 that has spaces available to medical professionals. Please refer to the accessible parking section for details of how to obtain permission and access to these areas.

Car parks 6, 8 & 12 are reserved primarily for personnel that have a requirement to access their vehicle as part of their job role and access may only be granted by the Faculty or Service Head (who would need to arrange access with the car parking office).

Car park 19 is reserved primarily for official visitors with business at the university and staff access may only be granted by the Faculty or Service Head (who would need to arrange access with the car parking office).

Access to the car park at the centre for sport is restricted. If you require further information relating to this car park please contact the centre for sport reception.

Staff may either choose to pay for an annual permit through their salary or to purchase parking tokens (see below under student parking).

Permits

Vehicles parked on campus must clearly display a new style staff permit in their vehicle windscreen or drivers side window between the hours of 9.30 and 17.30 Monday to Friday. The new-style permits that were introduced in autumn 2008 are valid so long as your salary deductions are paid. Please note any UWE permits issued prior to autumn 2008 are not valid in any UWE managed car parks. We will know you are still paying since permits must be returned to room 1E20 at Frenchay in order for payments to be stopped.

Charges will apply to all permits issued except for accessible, term contractors and visitor style permits. All revenue from parking charges is used to support UWE's sustainable Travel Plan.

New permit applications

If you do not currently pay through your salary and need a permit, please apply by clicking here. You will only need to apply once while working at UWE.

Cancelling your permit

If you wish to stop the salary deductions (for example you no longer drive to campus), please write to us, enclosing all your permits with your letter. Please note we will not be able to cancel salary deductions until all permits are received by the transport office.

Additional vehicles

Permits are issued to individual vehicles. For security reasons permits must only be displayed within the vehicle for which it was allocated. If you require a permit for a second vehicle please write to us with your requirements and vehicle details. Please note; only one registered vehicle is permitted to be parked on campus at a time, if you are applying for a permit that will be used in a separate vehicle by any other person a separate paid permit or parking tokens must be purchased.

Student Parking

Students may only park in designated parking spaces within Car Parks 1 and 20 at Frenchay campus and the designated car parking spaces at all other sites. All students must display a validated car parking token whilst parked on all sites between the hours of 09.30 and 17.30 Monday–Friday. Students that live in accommodation at Frenchay campus are not permitted to park or bring a vehicle onto university property at any time.

Car parking in the Stoke Park estate and residential streets around campus locations

Under no circumstances should UWE staff and students park vehicles in neighbouring residential streets. Cars blocking access to properties in and around the estate may be reported by residents to the police or local authority, who can authorise fixed penalty notices and vehicle removal.

Parking tokens

Parking tokens can be purchased by students and staff at the Students Union and from catering outlets at all campus locations. These are sold in sheets of four. The terms & conditions on the reverse of the parking token should be read carefully and adhered to. If you require further advice please contact us.

Visitors to UWE

Business customers (day visitors)

Car-borne visitors to UWE are required to obtain access to car parks by reporting to the Visitors Reception (Gate House) at Frenchay campus, or Main Reception, at other sites registering their company name, who they are visiting and their car registration. A visitor's permit will be issued in accordance with the expected length of your stay at UWE and this permit must be displayed clearly at all times on the vehicle's dash board. You will be advised as to which car parks to use upon arrival, and will be issued with the appropriate number of barrier coins to access the required car park. If on entering the car park there are no available parking spaces please return to the visitor's reception for further advice. Frequent visitors are required to obtain a long term visitors' parking permit through the faculty or service that they are visiting.

Delivery vehicles and contractors (non term)

Delivery vehicles and contractors are required to obtain access to car parks by reporting to the Visitors Reception (Gate House) at Frenchay campus, registering their company name and where they are making the delivery. You will then be issued with the appropriate number of barrier coins to access to the required delivery area. If it is necessary for you to park your vehicle for over 15 minutes please advise the reception staff who will advise the most appropriate parking area and provide a visitors parking permit. Term contractors are required to obtain a long term contractors pass via the Faculty or Service that they are contracted.

Visitors to students

Visitors to students at UWE campus locations are required to purchase and display a valid car parking token whilst parking on site during the hours of 9.30am and 5.30 pm Monday to Friday and must only park in unrestricted car parks (Car Parks 1 and 20 at Frenchay campus). Parking tokens are available to purchase from all catering outlets and Student Union receptions on Campus. It is advisable for students to obtain parking tokens for visitors prior to arrival. Access will be provided for student visitors to assist in helping students move goods and belongings from their accommodation. Visitors to resident students are required to move their vehicles to an unrestricted car park immediately after collection or delivery (a 15 minute grace period will be provided).

Visitors to students at UWE campus locations are also required to follow the requirements detailed within student accommodation handbook.

Term contractors and frequent visitors

Frequent visitors and contractors with official business at UWE will be issued with a permit for vehicles. Please contact us to arrange this.

Classification of Staff, Visitors, Students and Contactors

Staff are persons that are paid directly by the university to work on behalf or for the university and have a UWE payroll number. This group includes staff working on behalf of the TSU and visiting lecturers. All staff are required to purchase parking tokens or a staff parking permit.

Students are persons that are attending the university on a course of study. All students are required to purchase parking tokens.

Contractors are persons that are paid to work at the university by a third party and do not have a UWE payroll number. Contractors that work at UWE campus locations on a regular basis are required to obtain a contractors parking permit. Please read the above notes for Term and Non Term contractors, for details of how to obtain parking permits and parking tokens for contractors.

Business visitors are persons that are not paid to work at the university and have official business or an appointment to see a university staff member. Visitors to students, those without an appointment or official business at UWE will be required to purchase daily parking tokens.

Car Sharing

These spaces are marked with 2+ signs nearby. The only extra requirement for drivers to use these spaces is having a passenger in the car when it is parked. Drivers without passengers observed parking in these bays by Transport Services staff may be subject to enforcement action (see below)

Accessible Parking

Vehicles displaying a local authority mobility blue badge will not require any other permit or pass. In addition UWE operate a secondary accessible badge scheme, allowing for mobility issues not covered by the local authority version. Access to accessible parking spaces will be restricted to vehicles displaying a valid accessibility badge and other vehicles parking within accessible parking spaces may be subject to enforcement action (see below).

Blue mobility badge holders

Please contact us to arrange access to parking areas that are most convenient to your needs, and to discuss any additional support with car parking arrangements that you require.

UWE accessible parking permit

If you cannot obtain a blue badge but think you need access to accessible parking spaces or access to specific car parks, please provide Transport Services with sight of a letter from your doctor or consultant related to your needs (we will record this but not keep a copy of your letter). If this is not possible, students may wish to discuss with your faculty student advisor or seek further advice from the Wellbeing Service (student services); staff in this category should contact Human Resources for assistance.

Parking Infringements

Please note; all parking infringements may be addressed by the application of a wheel clamp with a release fee of £40, however a £5 parking charge notice may be applied at the absolute discretion of the University and its Parking Enforcement Contractor.

Vehicles may have infringed parking policy if they are:

  • not parked in a designated car park or parking bay, or
  • not displaying a valid parking permit or token; or
  • a student vehicle parked in a car park marked for restricted use; or
  • a student vehicle owned or used by a Frenchay campus resident and parked on University property; or
  • not displaying either a recognised mobility blue badge or UWE accessible parking badge within an accessible parking bay (as above); or
  • Parked overnight without authorisation; or
  • Parked in a space marked with 2+ signs without having a passenger in the car when it is parked (see above); or
  • Parking within a time restricted area for greater than the advertised time limit; or
  • Parking in any UWE managed area that at the absolute discretion of the University and its Parking Enforcement Contractor is considered to be causing risk, nuisance, damage or danger to other users, the University or its property

without the prior written authorisation of Facilities Transport Office.

Please note: Drop off / collection points are provided for the drop off and collection of passengers only; any unattended vehicles will be deemed to be parked and will be subject to enforcement action (see below)

For delivery of goods and equipment a grace period of 5 minutes will be provided for vehicles making business essential deliveries of heavy goods, equipment and tools within restricted areas. Vehicles must have hazard warning lights illuminated and display a method of contacting the driver clearly on the vehicles dash board so that the driver can be contacted if required. All vehicles must then be moved to a suitable parking location if they are required to remain on site. This requirement is applicable to all vehicles including service vehicles working in the vicinity. If vehicles are making deliveries and are required to park within restricted areas for longer periods please contact operations and security for assistance.

Enforcement action

At the absolute discretion of the University and its Parking Enforcement Contractor, infringements considered to be minor may be addressed by issuing of a Parking Charge Notice of £5 on the drivers window of the vehicle, which may be paid online here (with no handling fee for debit/credit card payment) or paid to the Transport Office by any of the other methods available for payment of fees as detailed below (subject to the same conditions). The parking charge notice must be paid within 5 working days. Following this 5 day period and until all outstanding parking charge notices are paid the vehicle that the notice was applied will no longer be authorised to be on university land, the vehicle will be placed on the unpaid fines log and will be subject to further action.

The University reserves the right to issue a parking charge notice or to have any vehicle clamped, towed away or to take whatever steps it sees fit to remove any vehicle that is parked in contravention of the UWE parking policy and/or is believed to be abandoned and/or is deemed to be causing obstruction, nuisance and/or danger.

Clamps must not be interfered with: they will be removed only on application to the contractor on the telephone number provided in the pouch attached to the vehicle. The clamping operations team can be contacted on 0871 666 4252 (24hrs). This telephone number is charged at the national call rate.

Upon making an offer of payment, the vehicle will be released/returned as soon as possible and in any event within 2 hours unless there are exceptional circumstances.

Vehicles will be subject to removal if the wheel clamp release fee is not paid on the day the vehicle was wheel clamped. The process that will be applied will be as follows; the day following a vehicle being wheel clamped a 3 day statutory vehicle removal notice will be placed on the vehicle. Following this 3 day period if no contact has been made by the vehicle user to secure release, the vehicle will be removed from site to a secure compound.

In addition to the removal of vehicles following wheel clamping operations the university reserves the right to immediately remove any vehicle from university property that is considered to be to be abandoned and/or is deemed to be causing obstruction, nuisance and/or danger.

Please note; removal and storage fees as detailed below will apply in all cases following the commencement of removal operations.

Any vehicles that are subject to removal operations will be recorded and details will be held by the university operations and security department a record of the removal will also be notified to the Avon and Somerset Police.

Parking Enforcement operations within university managed car parks are undertaken in accordance with the British Parking Association (BPA) code of practice.

Fees

University managed Parking Charge Notices (£5 PCN)

£5 Parking Charge Notice - Parking charge notices must be paid within 5 working days. Parking charge notices may be paid online here (with no handling fee for debit/credit card payment) or paid to the Transport Office room 1E020 Frenchay campus by cash or credit/debit card (with no handling fee for debit/credit card payment).

Parking Enforcement managed by CPS Enforcement Ltd (Wheel Clamp)

1) Parking Charge Notice (£40)

Parking charge notice used for general infringements are required to be paid within 14 calendar days, the charge will be reduced to £20 if payment is received in full within 7 calendar days.

Please note; after 14 calendar days all vehicles with outstanding charges will be subject to further action if found to be parked within a university management car park.

Please include full details of the vehicle registration, reference number and date of the charge when paying by post. A receipt will only be sent if a stamped addressed envelope is enclosed.

2) Wheel Clamp Release (£40)

Clamp release fee £40 (Used for more serious infringements and non payment of parking charge notices). Wheel clamp release must be paid prior to release of vehicle (For payment method and contact details see below).

Vehicle Removal fee: £150 plus £20 daily storage fee, all fees must be paid prior to release of vehicle (For payment method and contact details see below).

Payment may be made by cash or credit/debit card (excluding Amex) to the on site operative. Payments can also be made by credit/debit card by telephone (see below). Payments made by credit/debit card will be subject to a £5 handling fee. All charges must be paid before release and release is available 24 hours a day.

Contact details for wheel clamp release and vehicle removal / return

The University's parking policy is enforced by CPS Enforcement Limited PO Box 623, Bridgewater, Somerset TA6 3WZ. They can be contacted 24 hours a day by telephone on 0871 666 4252. All operatives are fully licensed by the Security Industry Authority.

Complaints and appeals

Please note; all complaints and appeals must be submitted in writing within 28 days from the date of the occurrence. Staff at the transport desk and within the transport office will not be able to assist in overturning parking enforcement action taken and can not arrange for payments to be waived or vehicle release prior to an appeal or complaint being investigated.

1) Parking charge notices

If you with to make a complaint or appeal against a parking charge notice, you must pay the charge within the stipulated time period and also submit your appeal or complaint in writing either by email to carparking@uwe.ac.uk or by writing to Car Parking, Room 1E020, University of the West of England, Frenchay Campus, Coldharbour Lane, Bristol, BS16 1QY.

You must include the following information to enable your appeal/complaint to be processed:

  • Date of charge
  • Vehicle registration
  • Full name and contact address
  • Staff or Student Number (if applicable)
  • Location of vehicle (please provide as much detail as possible)
  • Details of why you are appealing the charge and/or details of your complaint

The transport management team will acknowledge receipt of your appeal/complaint and will commence investigations.

The transport management team will usually provide a full written response to your complaint within 21 working days of receipt. Where it will not be possible to provide a response within that timescale you will be notified of the reasons for the delay within that timescale and provided with an estimated date for response.

2) Wheel Clamping and Vehicle Removal

If you wish to make a complaint or appeal against wheel clamping action taken against your vehicle the following procedure applies:

  1. Politely ask the parking enforcement operative to explain why enforcement action was taken against your vehicle. If an error has been made it may be immediately apparent and capable of resolution on the spot. Please note that operatives are instructed to immediately release/return vehicles without payment where it can be agreed that the vehicle has been clamped/removed in error. Where there is a disagreement, operatives are instructed not to enter into lengthy dialogue with the aggrieved party in order to avoid confrontation.
  2. Where the operative does not agree that the vehicle has been clamped/removed in error you will be required to pay the applicable fee before the vehicle will be released/returned.
  3. Submit your appeal or complaint in writing either by email to carparking@uwe.ac.uk or by writing to Car Parking, Room 1E020, University of the West of England, Frenchay Campus, Coldharbour Lane, Bristol, BS16 1QY. You must include the following information to enable your appeal/complaint to be processed:
    • Date & time of charge
    • Vehicle registration
    • Full name and contact address
    • Staff or Student Number (if applicable)
    • Reference number
    • Location of vehicle (please provide as much detail as possible)
    • Copy of your receipt for payment
    • Details of why you are appealing the charge and/or details of your complaint
  4. The transport management team will acknowledge receipt of your appeal/complaint and will commence investigations.
  5. The transport management team will usually provide a full written response to your complaint within 21 working days of receipt. Where it will not be possible to provide a response within that timescale you will be notified of the reasons for the delay within that timescale and provided with an estimated date for response.
  6. If, following investigation, the University determines that you should be provided with a refund the refund will be sent within 5 working days from the date of the full written response.
