AIR QUALITY REVIEW AND CONSULTATION

The quality of our air is something that affects us all. Local Authorities now have new responsibilities to periodically review air quality in their areas. This entails looking at present air quality and assessing whether the air quality objectives recently set by the Government are likely to be achieved by the year 2005.

In order to develop and deliver a strategy for the improvement of air quality it is essential that the Council has the support of a wide range of local organisations and businesses.

It would be helpful if you could advise me of any particular areas of concern in respect of air quality which you would wish to see taken into account at this initial stage. Any comments you have would be most welcome but there will be the opportunity for further consultation during the later stages of the review.

I attach a brief guide giving further information on the subject.

Please note that the closing date for consultation at this stage is 5 October, 1998.

Salisbury District Council - Air Quality Review and Assessment Consultation

Salisbury District Council is to carry out a review and assessment of air quality within its district. The aim of this review and assessment is to identify areas where the air quality objectives contained in the Air Quality Regulations 1997 are not likely to be met. There are objectives for 7 pollutants which should be met in the year 2005. These pollutants are described in the table below.

Sulphur Dioxide Fossil fuelled power stations, coal fires, oil fired boilers Irritates the lungs. People with asthma and chronic lung disease are more susceptible
 
Other pollutants, e.g. ozone, will be tackled via national policies.

Salisbury District Council's Environmental Health Services Department will be commencing the review and assessment process in the next few weeks.

It will be carried out in stages. The first stage will identify the most significant sources of each of the above pollutants. Consultees will have the opportunity to comment on the findings. It is anticipated that the first stage of the review and assessment and the subsequent consultation will be completed by the end of December 1998.

If the review and assessment identifies areas where the air quality objectives are unlikely to be met by 2005 a further more detailed study will be carried out. If this confirms that the objectives will not be met the Council are required to declare an Air Quality Management Area and develop plans to achieve the objectives. There will be further consultation at this stage. It is envisaged that the whole review and assessment will be completed by the end of 1999.

The Salisbury District area has a population of approximately 105, 000 and whilst predominantly rural in nature has some significant areas. Air quality issues cannot be considered without looking outside the Council's boundaries and so the review and assessment will be carried out in consultation with other local authorities. The lead officers of each Wiltshire authority have formed a steering group and will invite other parties to attend meetings of the group as and when appropriate.

The council is inviting a range of relevant community, business and environmental groups to become involved in the review and would like to give you the opportunity to comment on the proposals and to indicate any particular areas of concern about air quality. During the review and assessment, the local authority may approach you with requests for specific information.
