Action Plans to Deliver Air Quality Objectives within Air Quality Management Areas

  1. Appraisal Results

Reports of air quality review & assessment from a set of local authorities declaring and proposing air quality management areas (121 local authorities) were examined. The aim of this appraisal was to identify which exceedences of air quality objectives are due to industrial emissions. More about appraisal results!

  1. Fieldworks

This research includes other European countries experience in dealing with air quality management issues. Spain was chosen as the first fieldwork location because Spain represents a European country with the same obligation as the UK and has similar air pollution problem arising from traffic as the major source and industry. More on Spanish fieldwork!

Sweden is the second fieldwork location.  Interviews were carried out with relevant authorities of the Swedish Environmental Protection Agency (SEPA), Stockholm, Gothenburg, Malmö and Umeå City Councils, Regional Air Quality Groups, and an NGO, Acid Rain.  In order to learn about their industrial pollution control system, the County Administration Boards of Västra Götaland and Västerbotten, and 2 major industrial activities in Stockholm & Gothenburg were also visited.  The report of Swedish fieldwork is still being written but preliminary observation has shown that they have similar AQM system to the UK, i.e. reporting exceedences of air quality objectives to the SEPA and submitting their action plans.  There is also a need to form air quality groups around Stockholm, Gothenburg and Malmö.  Of course, there are differences.  One difference is that Sweden has an additional daily NO2 objective of 60 mg/m3 and more stringent hourly and daily SO2 objectives.   1. Questionnaire Survey

Questionnaire survey was sent to local authorities affected by industrial sources either within or adjacent to their areas, and related Environment Agency offices. The sample was carefully chosen and targeted based on the appraisal results. The aims of the questionnaire survey were:

  • To assess levels of communication and co-operation between local authorities and the Environment Agency within the local air quality management process.

  • To examine the extent of contribution from industrial sources to AQMA declarations
